It's easy to square: allowing illegal aliens into the US gives Xiden more political capital. Preventing state to state travel for citizens breaks our will. There is nothing confusing about this to me. However, Xiden likes to pretend to play by some sort of rules. His Chinese handlers need to simply do what they do in China and just say fuck you to its citizens.
