He's a jew; he's used to having a 'kippa/yarmulke' (whatever the little hat is really called) on his head and 'blessing' his food/drink with his head covered. He didn't have his hat so he used his hand.

I know there was a ‘no headgear’ rule in the house and senate, but I thought it was waived for religious cover at the request of muslims.
