I can't verify if he didn't or did sign it. I'm postulating that he didn't sign it. However, Trump did meet the obligation of the Act for first ordering the dispersion of the people. This was a requirement before issuance of the Insurrection Act. Many people hoped this was the ground set for Trump imposing it. Also, I know earlier in his term, the deep state was baiting him to impose the Insurrection Act. This would have surely been met by armed riots from Antifa and BLM. If he had imposed it at the end of his term was it also a trap? Did he have the Intel on this? I know Antifa planned for massive riots in major US cities. This may be the reason why the NG was stationed at several State Capitals. Perhaps, we'll learn the reason later on. But for now, there simply isn't enough information.
