I haven't had cable tv in over 12 years, but seem to recall getting those emergency broadcast TEST messages about once a month at noon. Don't they do that any more?

"Required weekly test" ...It was right there on the screen. They are required to, and do, run a test every dam week.

The weekly tests are sometimes randomized. It's to make sure the master control operators at the stations who work ALL shifts are familiar with the procedures.
Monthly tests are typically 4am-ish one month and 11:00am-ish the following month and they ping pong like that.
