I have 2 comments to your post, one negative and one positive. First off DC is not 10 square miles, it is an 10 mile square which equals 100 square miles. Secondly you made a very good point of resident and alien. When filling out a form 1040 people should check the non resident alien box instead of the United States citizen box. More deception by not knowing your true legal status.
