Spot on, this is the correct answer.

The answers were sent back on a scale of 1 bad to 5 very good. So when a Radio check is done and the answer comes bad 5 by 5 it is the same as saying signal is very strong, message is very readable.

Further, 5 by 1 means the signal is strong, but the message content is not understandable. 1 by 5 means the content is completely understandable, but the signal is very weak
