Your guess is as good as mine. Maybe they were born into it. It's possible they're addicted to drugs and got roped into it somehow, so they go along to get their fix. Another thought is, they could be the masterminds behind the operation. Too few details have emerged to answer your question.

Every time I hear a story like this I always wonder who is really trafficking who here.
