The first phase is to create a large audience and can go on for years. What they do expose in the first phase is usually used to discredit their audience by other operators, labelling them as 'conspiracy theorists', which is a label they created for this very purpose.

agree - and some of the meme work Carpe Donkum and others published has been hilarious. The pizzagate thing was bizarre , as he changed his mind about it a couple of times , as though the narrative was getting away from him (like he was controlling anything) . The Sandy Hook thing got away from him as well... drawing conclusions to observations , when all that was needed was to just present video footage and let people draw their own...
