Given what these people have proved themselves capable, I can see them going through the DNA databases looking for specific characteristics and doing what they need to do to get it.
Exactly. John Gittinger developed a personality assessment system (known as PAS) for the CIA way back in the early 1950s (originally as part of MKULTRA), which was later computerized and expanded on extensively. Almost anything regarding a person's personality traits and predictable behaviors under specific given situations can be accurately determined with his system. So it's not like they just started developing this sort of thing recently. Adding in DNA-specific data just makes such a system that much more accurate and powerful.
