Just because lights are off doesn't mean security turns in for the night. They don't shut off the cameras or motion sensors or put the alligators in a cage and drain the moat /s.
My statement still stands. Lights out=increased security risk. The President is most important individual in the country. Every precaution must be taken. Unless he isn't there. Then fuck it. Turn the lights off
No it is not customary. I lived in DC and would drive visitors past there following late nights out at clubs/bars and it was always lit up and traffic was non-existent so we would drive very slowly and look for lights on in the upper floors. All of the monuments were also lit up.
