Define the word Guarantee as used in contract law.

How do does his immigration EO gauranteee our protection of invasion? Does it? or does it take our gaurantee away?

This is being done via EO's.. not through Congress . Not through the States.
It isn't being presented as an Amendment to the Constitution ... Yet it is an Amendment

Article 4 sec 4...

The United States shall guarantee to every state in this union** a republican form of government,** and shall protect each of them against invasion; and on application of the legislature, or of the executive (when the legislature cannot be convened) **against domestic violence. **
