The real scandal shouldn't be that these people were blackmailed, although that is a scandal in and of itself. The real scandal is who blackmailed them and why. This gets me to thinking, if you wanted to expose the who and why, your best bet would be to release the information. However, if your aim was to cover up that information, you'd insinuate that a person is compromised without ever looking into who did the compromising or what they got out of it. Not really heading in any particular direction. Just a thought.
