An Order, whether it is from the 'Executive' or 'Governor', Mayor', 'City Counsel', or 'School Board', is an ORDINANCE, which is NOT Law. An Ordinance is an Order. Only the legislature can make Law. An Order or Regulation is INFERIOR to legislated Law. Courts have ruled on this clearly.
So, an Order is always INFERIOR to legislated Law. It is always INFERIOR to Constitutional Rights. When an Order conflicts with the Law it is null and void. An Order cannot legally be enforced outside of its government property (jurisdiction). Only legislated law can be enforced on non-governmental property.

Quite right. Democracy is described as being 'mob rule'. Based on this axiom, there is an ever-present attempt for subverting existing law is a real threat. EOs, especially ones used under the guise of an 'emergency', threatens the entire Republic and the legislated laws therein.
