Manditory hotel stay and covid testing at the travelers expense sounds reasonable but there is a slight catch.

The covid test averages $250 (in loonies) now I don't know what hotel trudeau owns but $1750 per person for a 3 day stay is a high end hotel.
At Toronto Pierson Int'l a large portion of travelers are south asians (pakistan, india, bangladesh) often traveling as a family unit (father, mother and 1 to 4 kids). Will be benevolent justine foot their bill due to their economic status? I expect free hotel shuttle is included.
This is just another money grab dressed up like a health concern.
