The democrats have already drawn up legislation to turn Washington DC into the 51st state.
In their plan, they literally want to reduce the size of Washington DC to only a few govt. buildings- white house, capitol building, and a few others. That will be all that remains of Washington DC.
Then, the remainder of the city is going to be declared a new (51st) state. Seriously! This is already in the works.
