Rank is worn on the shoulder boards/epaulets on that coat. Its too blurry to see in the twitter pic. That could be anybody, sure, but there's so many generals in the army, and there'd be high percentage of them clamoring to stand up there, so there would definitely be a general up there for the ceremony. Army generals jack off to ceremony.
Patriot, that's what I found missing. even blurry it should stand out to some degree.
