Good question. IMO, If they still consider Trump president well, there's your answer but more realistically, I would think it would be a group of top generals and not just a single person. And I would say they are at the pentagon.

Yes but there too many top brass that are also corrupt and owned by the defense contractors who make huge profits from wars.
