An ex post facto law (corrupted from Latin: ex postfacto, lit. 'out of the aftermath') is a law that retroactively changes the legal consequences (or status) of actions that were committed, or relationships that existed, before the enactment of the law.

tyvm but I was being a bit sarcastic and failed to indicate the sarcasm. This to me seems quite ex post facto since I already owned (before the boating accident that had all my guns fall into the water) the guns without said tax but now ex post factoly am expected to pay a tax that did not previously exist. Besides the many other unconstitutional issues this raises.
