POTUS commands the DC guard and all the federalized Guard units that have been deploying for 20+ years. All those units from other states went out over POTUS' signature. The Governors can recall the units and take them off the rotation list.

Why would they ever worry about him running again? They cheated right in front of all our faces. Twice in a row. And they will do it again. Impeachment is definitely not to prevent him from running again. I propose 2 other options regarding impeachment...
