It's not.

House of Cards (pre-season 5) is about government corruption in general. If it was about Biden*, Frank Underwood would've been sucking off China alot more than he does.

"House of Cards" could be Hussein's White House, Nancy's House of Representatives, or, I guess, Xiden's White House.

All we have is speculation about most/many of Q's actual meanings. And THAT is the problem for us. We. Just. Don't. Know.
