The going theory by those who haven't given up on Q is that the country is currently being held hostage. That there are two governments, Biden is the chair and deals with civilian matters. Separate is the military who don't recognise him as commander and chief. That the "good guys" would love to finally make their move and perform arrests but can't because of an ongoing domestic threat. Likely in the form of a dirty bomb or similar, that there is some mission impossible spy stuff happening meanwhile.
