They want a reason to say indefinitely that the prisons are full, but to make it seem extra true, first they have to empty the prisons to cause the chaos the news will report on, then they can open the FEMA camps where nobody will realize that they're starting to populate them with criminals and everyone else.

Just like the gulags, the FEMA campus will be run by the criminals. The "socially friendly elements" will be put in charge and every cell will have its own stool pigeon.

Yes. Just like the COVID wards in the hospitals. A small county hospital in Nowhere, NM has 10 beds and is at full capacity, supposedly due to the proximity of the MEX border. Large hospitals in big cities also have a covid ward of 10 beds and are all at full capacity. COVID had caused prisons to reduce capacity, automatically bumping their percentages much higher and allowing them to say they're full...
