They gave him the option: keep your free government funded hotel room, by going to another government funded hotel room. He was not “put” there. He could have walked. That’s very different than rounding Americans up and putting them in quarantine camps. If you get “put” in jail, you can’t walk outside and smoke a cigarette when you feel like it. He still had a choice.
