Absolutely not. Special Forces came into the White House in '99, disarmed the secret service, held (the clone) of Bill Clinton down at gunpoint and forced him to sign it.

Of course, how could I have forgotten? It was all over the news, and then we found out that contracts signed under duress are legally binding! (that's sarcasm)
