Biden does indeed have the same wallpaper that Trump had installed after he took office. Trump inherited Obama's striped wallpaper the day he moved into the Oval Office too.
An incoming President can choose furnishings from storage to have placed in the oval office and the private residence when he enters the WH on day 1 (January 20th). Renovations cannot occur until afterward. Only after January 20th does the process start. A team is assigned to work with the new President to identify new designs and set a budget. All designs must conform to standards set by the WH historical committee and be approved. This is before ANY work is done (e.g. like hanging wallpaper). The approval process also ensures that unacceptable designs are not implemented. For example, Obama couldn't just paint a mural on a wall in the WH because he knows an artist and thinks it would be cool.
