Operation Gotham Shield has nothing to do with the pandemic. It's from 2017. It has to do with martial law being declared after a nuke goes off in NYC. So why does this DVIDS video from 2020 say this is Operation Gotham Shield? It's because we are under martial law.

You wanna draw attention to exactly what you are trying to conceal?

Furtive movement. Then it appears he told his fellow soldiers to do the same. Which confirms deliberate concealment.
