He signed an EO today on pandemic measures: https://www.whitehouse.gov/briefing-room/presidential-actions/2021/01/21/executive-order-a-sustainable-public-health-supply-chain/

Notice he asks for a review of existing policy and procedures for distribution. Note he mentions "scale" and "equitable distribution." To me, this is globalist-speak for moving toward mandatory.
