Notice he asks for a review of existing policy and procedures for distribution. Note he mentions "scale" and "equitable distribution." To me, this is globalist-speak for moving toward mandatory.

I despise AOL - and all that is Globalist. However, if you really want to know what the Globalists are doing, you have to read their sites. Who's funding them? What organizations do they mention? Who funds those? What organizations do they criticize? What people do they mention? Who do they cite as "experts." THIS is the BEST way to learn their networks.
