If my reading is correct under the treaty they are allowed to have some ROAD / RAIL launch systems but with limited warhead counts. So somewhere else in the USA are more of these. By the time a Satellite Pass or Human Int confirms the co-ordinates it will be too late to launch on it because its missiles will likely be on the way before you get the info you need to target the area effectively. I doubt that will be there longer than 24 hours. Another One will Pop up somewhere and this one will be moved somewhere else.
