I don't think so. That's a firecracker. Unless detonated at exactly the same time, the EM effects wouldn't be additive.
What was the yield of the last warhead popped-off in the ionosphere that had serious electromagnetic effects?
Starfish Prime was back in the 60's, it affected (limited) Hawaii 900 miles away.

1 megaton or somewhere around that. I suppose 130kt is lightweight in comparison but could for a regional effect (like Ottawa)
