It's not: the US has 16 of them and according to some goolag search results, typically 2 of them are up in the air at any time, just in case...

That plane is always up along the coast line.

the flight path goes the coast line.... and appears to be parked over Chesapeake Bay after several turns over Delaware, China Joe town....
