GSA fleet vans, nothing to be alarmed with. The government keeps a decent number of general use vehicles on hand at any given time. They also didn't appear to be loaded down with anything. For all we know, they maybe using them to shuttle personnel about.

Tinted windows are standard for Ford F150 series vehicles. Unless someone in the vehicle turned on the lights, you're not going to be able to see inside. The vans don't appear to be riding heavy, so I'm inclined to conclude they're 15 passenger vans, but they could've taken the seating out already, so meh, nothing to alarm me.
