Maybe the station OP in screenshot allegedly works for was told they'd be the ones to run said message for 72hrs? That if they try to interfere with this mandate, they'd go to prison? I'unno. Just spitballin'. They never say "Emergency Broadcast System" in that screenshot, only that the programming will be pre-empted.
