Kamala would have been better pick from their perspective because she's younger and is probably more fun to have on her knees than senile Joe but she's completely unlikable and couldn't even plausibly win the primary after Tulsi lit her up. So Kamala got the VP pick and she'll get the P spot after Joe bows out when they are done with him. In the meantime his staff will run the show, just like they will when Kamala takes over.
