I think the roach motel is a headfake to get them to flee. It's such an obvious trap they have to be thinking about alternate plans right about now.

If they had installed on the outside people could tangle things in it and rip it down, on the inner side you can't lower yourself down from the fence carefully you've got to jump past the wire.
It also prevents a PR nightmare with a bloody crowd covered in razor wire cuts if some folks rip it down to crowd height.
Lock them in like animals.
