1st Marine Division (1st MARDIV) is a Marine infantry division of the United States Marine Corps headquartered at Marine Corps Base Camp Pendleton, California. It is the ground combat element of the I Marine Expeditionary Force (I MEF). On 2 May 1992, the 1st Marine Division took part of Operation Garden Plot to help local and state law enforcement as well as the California Army National Guard in quelling the Rodney King riots in Los Angeles County, California.

Note that they are already experienced in riot control and disaster relief. They have dual capabilities and experience in civil matters. In addition, the 10th Mountain Division has recent experience in Iraq dealing with urban warfare and insurgencies.
