So why "10th Mountain1st MarineCPSDMarineQVIR"? What is their specialty? Is it home-base location or something more?

Those are several units in Q's post. They appear to run together.

The 10th Mountain Division is trained for fighting in rough terrain. From the description, they appear to be the land equivalent to a Navy Seal. Trained in the harshest conditions.

Ahh sweet! Do you have a link?

FYI. 10th mountain division is in Fort drum New York. I was in the National Guard in Vermont. National guard units throughout New England which would be Maine New Hampshire Vermont Massachusetts and Connecticut units are tied with the 10th mountain division. Look it up Sort of like branches. Mountain warfare was the most fun training in my life. Did air-Assault training in Massachusetts.

If I remember correctly somebody told me that happened after World War II.

Light Infantry, Rangers, Air Assault and Air Cav units. Had a realistic urban combat training site named after the two heroes that went in to protect the downed Blackhawk in Somalia, facing certain death. Shughart and Gordon. I was stationed there back in the early 2000s with the 10th Aviation Regiment.

These appear to be the relevant units:

CPSD - Contingency Planning and Support Division (US FEMA) - Department of Homeland Security

10th Mountain Division - Army light infantry based in Fort Drum NY https://www.army.mil/10thmountain/. On 27 September 1992, the 10th Mountain Division assumed responsibility for Hurricane Andrew disaster relief as Task Force Mountain.[71] Division soldiers set up relief camps, distributed food, clothing, medical necessities and building supplies, as well as helping to rebuild homes and clear debris.

1st Marine Division (1st MARDIV) is a Marine infantry division of the United States Marine Corps headquartered at Marine Corps Base Camp Pendleton, California. It is the ground combat element of the I Marine Expeditionary Force (I MEF). On 2 May 1992, the 1st Marine Division took part of Operation Garden Plot to help local and state law enforcement as well as the California Army National Guard in quelling the Rodney King riots in Los Angeles County, California.

QVIR ? I was unable to find anything on that. VIR means man in Latin.

Note that they are already experienced in riot control and disaster relief. They have dual capabilities and experience in civil matters. In addition, the 10th Mountain Division has recent experience in Iraq dealing with urban warfare and insurgencies.
