Bill Clinton never really ever left office of the President. In the messy transition from him to Bush, his non-Plum Book SES political appointees who are required to resign at the end of an administration did not resign, but instead burrowed into the fabric of the Bush administration hoping no one would notice. They have been there ever since.
Patriot, you pointed out a great reminder, The SES was one of the biggest problems.
Bill Clinton was like another Bush son. When Poppy Bush was up for reelection, and in danger of losing (which he did) they put Bill Clinton up to run against him, because no matter who won, they were both on the same team. Eight years later the presidency was handed over to GW Bush. It was pretty much the same administration (with a little variation) for twenty years.
