POSSIBLE ANSWER: I was just listening to a DC news conference from much earlier today where someone from the mall/parks department was participating. He said that in response to people requesting space to 'protest' there are areas fenced off and deemed '1st Amendment' sections to accommodate them. But those spaces would hold a heck of a lot of people.
