There is absolutely no traffic and the mayor is explaining that the reason is that all the roads are closed. Busses are closed. Train stations, closed, bridges closed. The dang mayor is saying it. The traffic you see is on the other side of the river.

Why does it say right at the bottom of video playing that it was recorded hours earlier?
He's playing the mayor's statements on repeat.
As I watched the video feed there were two cams showing near bumler to bumler traffic. I know roads around rhe capital and whitehose are closed. The loop is busy.
