You made the claim. That's exactly how the burden of proof works.
If you think people are believing something stupid, it is your burden to prove them wrong.
If you think any differently, you're the one that needs help. It's argumentation 101. If you have the claim, you support it.

You didn't simply reject his claim and ask him to support it. You made your own claims.

In case you didn't know, one cannot demand of a person to prove a negative. His claim is the postive one, that the form of US government changed to the form he said. He gave no evidence, he has none. Neither do you.
You will prove yourself either having a trace of intellectual honesty or none according to your reply.
