Even if you have a dead cell phone the 911 emergency # can be dialed. iPhone or whatever. It works

Nope. We had zero cell service. Could not dial 911. ATT cell towers in my area were not sending or receiving signals. Nothing. You’re right that if you don’t pay your bill and your service provider “turns off your phone”, you can still dial 911...provided that your phone can connect to a tower.
