The Joint Chiefs were moved WAY WAY down the Chain of Command on 12/10/2020 by EO #13963 "Providing an Order of Succession Within the Department of Defense (federalregister.gov)" The order lists the first 18 successors to the Secretary of Defense, and the Chiefs aint on the list. This order over rode a similar order from Obama in 2012 I believe.
