I agree but further down it clearly states that Biden will be the 46th Commander in Chief.

Does anyone know if these type statements normally have a date stamp on them or is this format normal?

Right he will be with voter fraud and election fraud verification. biden being the 46th is the fraudsters going along with their plan. Its like walking through a door you cant enter and the bouncers pull you back by your collar. Thats what I see this is all about.

The original source should be available on a government website. It can't be found through a search engine. (Use Google with this string: "memorandum for the joint force" site:*.gov)

Now more than ever, whatever they or any mockingbirds say, think the opposite. They're in a panic and will stop at nothing to spin their narratives even as the ship goes down and they're blowing bubbles. blah blah fuckin blah.... ya, it's more fuckery.
