I don't know if this is true, since Trump already made a speech today, and in that speech today, he was pretending that Biden will assume office on the 20th. So to keep that facade up, I doubt if Trump will be doing another speech about election/voter fraud. Trump is deceiving our enemies into thinking he is/has conceded.
