I don't know what to believe anymore!! Earlier today some were saying that POTUS was in Texas and that he would make an announcement tomorrow at 12 noon central. So who is lying? Is POTUS at the WH or in Texas??

POTUS is going to stay "silent" until the time is right for him to be seen/heard. I think only his close people know where he is.
