Yeah I was just thinking of the act of falsifying data, but you made a good point that it could be interpreted as a threat as well. I am leaning on it being a hack, though. An employee could not be that stupid.
Doubtful it was a hack. Though 3% of the State Dept Emails were hacked last year. My guess is that it is internal and the changing timestamps were code; some kind of message. Whoever did it knows those changes can be traced. Keystrokes can be traced and in a situation like that, would be. I'd be looking for who suddenly had to take a smoke break. Because after that, they cannot return to work.
