JENA is a flight identifier used by FBI business flights. Pretty sure that's not DOJ.

Oh it's likely the FBI using the DOJ plane.

The tail number N721AL is registered to the DOJ.

I watched a C5M Galaxy leave San Antonio yesterday, stopped in Panama then went strait to Dover AFB near DC. Troop pickup?

Just FYI, one of the VIP planes last week landed in San Antonio.....
