Looks like a DDOS. Parler is still up as you can see. There are two similarly named accounts on Parler. One is @TeamTrump which describes itself as "The official Parler account for the Trump Campaign. " This appears to be a legitimate site for his staff to post news they consider relevant. There is another Parler account which is a private account, @TeamTrumpNews which apparently is the source of the Trump Insurrection Act post you have above. Insofar as it is a private account its content postings are not accessible, but the above post regarding the Insurrection Act appears to be genuine, and is aligned with reports by Simon_Parkes and Charlie_Ward who are generally quite reliable.
