I think they can still impeach him if he's out of office. If he's impeached twice he can't run for office again.
I think he could still run unless convicted by 2/3rds of the Senate. But truly I don't expect him to Run again. Flynn 24. Doesn't really matter who runs though if we don't have huge majority of States mandating in person ID ballot request. No mail app bullshit at all for Federal Election. If States still wanna do that stupid fraudulent bullshit they can.
He was impeached by the House. Nancy doesn't need the Senate to impeach him again. That would be 2. If the Senate had voted to impeach he would have been removed from office...but he was impeached.
He ain't gonna be running again anyway. He probably doesn't want ss protection when he's out either which he loses if convicted by the Senate. Pension and all the freebies go away also.
Conviction by the Senate is a Constitutional requirement as is a separate disqualification resolution declaring him ineligible to hold office. See impeachment and conviction of fed judge alcee hastings. He became a Representative after Senate conviction and removal as a federal judge.
If it were as simple as a 2nd House Impeachment Nancy would have done that anytime after the 1st one.
